English Debate encourages the students to have an English skill and critical thinking performed in front of third party, such as adjudicators and audience. To convince them, arguments are paramount to make and should be structurally organized. In 2018, the ability to think structurally and critically is expected, especially to the golden generation. Thus, the benefit of English Debate should be practically driven to teenagers who are high scholars.

English Week XXIII provides an English Debate Competition to accommodate the interest and strengthen the ability of high scholars to be more competitive in the 21st century. The participants will be expected to be more open-minded and accept the diversity.

  1. Participants must be the active high school students in East Java (open), it means that “participants outside East Java are also welcomed.” (SMA/SMK/MA)
  2. Each team consists of three students.
  3. Each school is allowed to participate five teams in maximum.


  1. Re-registration will be opened at 6:15 am – 7:15 am.
  2. Re-registration must be done by the participant (cannot be represented).
  3. Participants must enter the Debated Hall by 7:15 am.
  4. On the first day of competition (November 3), participants must wear their own school uniform and a pair of shoe. On the second day (November 4), participants are allowed to wear formal clothes and pair of shoe.
  5. Participants must wear the ID card that has been given by the committee.


  1. EW XXIII Debate Competition will be conducted in two rounds: First, there will be 4 preliminary rounds on Saturday, November 3rd, 2018. Second, there will be 4 elimination rounds on Sunday, November 4th, 2018 (it consists of octo-final round, quarter-final round, and semi-final round). It is tentative considering the number of participants.
  2. The best 16 teams from preliminary round will compete in octo final round.
  3. The top 8 teams from octo final round will compete in quarter final round.
  4. The top 4 teams the elimination round will compete in the semifinal round.
  5. The top 2 teams from the semifinal round will compete in grand final round.
  6. Coaches, teachers, and others who are not involved in the match are not allowed to help the participants during the case building section.


  1. The debate system that will be used in English Week is Asian Parliamentary. The A-Core will give the participants an interesting coaching clinic about Asian Parliamentary system on Saturday, November 3rd, 2018.
  2. There will be two teams competing in each chamber.
  3. There will be some motions launched by the committee in October (on EW XXIII website) and the other motions are impromptu.
  4. The case building section will be conducted within 30 minutes after the motions are launched.
  5. Each contestant is allowed to use manual dictionary during the case-building section.
  6. Each contestant is not allowed to bring printed-sources and surf the internet or use electronic devices-such as cell phone and notebook-during the competition.
  7. Each team only allows bringing provided-paper by the committee.
  8. Each speaker speaks for 7’20’’ in maximum (POI in minute 1 to 6) and each reply speaker speaks for 6’20’’ in maximum.
  9. Because of the style’s origins in Asian Parliamentary Procedure (you can check it below), the two sides are called the Government and Opposition.

  1. All competitions registration will be opened in two phases.
  2. The first phase will be opened on the September 4th, 2018 – September 18th, 2018.
  3. The second phase will be opened on the September 21st, 2018 – October 22nd.
  4. The registration will be closed in the meantime when it has reached the maximum capacity of the quota.
  5. The committee will not accept any payment for the registration on the day of competition.

Debate Competition's Document Regulation


  1. Make sure all the registrant’s names which are written in the registration form (Google form) are correct (complete name) with the correct spelling as it is printed on the Family registration card/student card/identity card (KK/KTP/Kartu Pelajar) in order to avoid mistyping on the participant’s certificate.
  2. The committee is not responsible for participants’ typing/writing errors.
  3. Any kinds of misspelling in the certificate CANNOT be changed.
  4. The changes of the participant that has been registered ONLY CAN BE DONE MAXIMUM on October 22nd, 2018, by contacting Miranda (08121558240) to give the confirmation.
  5. The committee is not responsible for the participants’ changing on the day of the competition.
  6. The team who does not re-confirm the registration will BE DISQUALIFIED.
  7. The participant can take part in more than 1 competition, and make sure it is not crash with the other competition’s schedules that have been chosen.
  8. The committee is not responsible for the participants’ crashed competition.
  9. If there is additional information will be sent via SMS to the CP written in the registration form.
